Council Members

Council Members are - aside from the Kazekage - the most politically
powerful members of Sunagakure. They are considered leaders of Sunagakure,
and report only to the Kazekage. Council Members have the power to make
laws, pass judgements, and execute those laws as they see fit.
Being a Council Member of Sunagakure is a very prestigious position, and so
the respect and courtesies offered a Council Member should be fitting with
that prestige. For example, you would not be able to disrespect a Council
Member in public without heavy consequence.
