Background

The Akiyama were really nothing special, just a family of gypsies in the Land of the Moon. They traveled with a group, making money to live on through music, dance, telling mystic tales, and whatever else they could get into. It was only a fateful night that made this family special… Well at least people thought so. On the night of a red moon, Akiyama Chiyoko was born. Many of their legends told of powerful seeress being born on the night of a red moon, and, though they all knew it was just something to mystify their patrons, with the girl being on that night, they now had to back it up.
As Chiyoko grew up, the mystique of being the great Seeress followed her everywhere. However, how this was pulled off was through subterfuge and deceit. Members of the tribe would go about town carrying out their business, and, after they'd been there for a few days secretly gathering information about the townsfolk, they would allow them to line up to see Chiyoko and give her the information to tell them. It was a bit of a hassle, but the tribe was making more money than ever from this endeavor.
After traveling for several years, news of Chiyoko's 'gift' spread throughout the lands. Most of the time, the tribe settled in populated place to make money, so there were generally little to no issues. Her life with the tribe was not one of riches, though she did have some fame, but she regarded each one of them as her family and loved doing what she could do for them. Because of how well she played her part to help out, she was treated like a little princess.
Each night after Chiyoko would finish doing all of her 'readings', the tribe would take her out to get whatever she wanted to eat… within reason. Most of the time she would pick out a ramen stand and pick whatever the house specialty was. It became her own little adventure to find out what each place's favorite type of mixtures to put in their ramen were. She had to be sure to act sophisticated, but she still did have fun hanging out with her family and friends every night when her 'readings' were over.
All was great until one fateful night… A group of bandits had caught word of Chiyoko's 'gift', believing it a bit too heavily, and ambushed the tribe in the Land of Wind with intent to use her to help them plan out big heists. Most of the tribe was wiped out before a group of shinobi showed up took care of the bandits. Chiyoko was forced to watch as almost everyone she cared about was slaughtered for the mere cause of greed, their blood filling the ground like water from rain. Her immediate family did survive the assault, but they decided to stop wandering and settle into the village the shinobi that saved them came from. Chiyoko would have to practice her 'gift' another way.
After her family settled in the Land of Wind, Chiyoko started studying under shinobi there. The group that interested her most were the Puppeteers. She studied their jutsu, along with Seal and Scroll Mastery and devised her own puppet, a large orb the size of a bowling ball, outfitted with launchers for weapons, scrolls, tags, and such. For effect with her reputation, she called it her Crystal Ball. She also began to study Genjutsu and Sensory Style, particularly focused on making herself invisible to her targets, knowing when someone was approaching her, making it seem as if she could see into his or her mind or future. This gave her family a still-steady income, along with her father picking up a job, to allow them to live comfortably. They were never rich, but they were happy.
Though most things were good, Chiyoko frequently suffered from night terrors from watching her tribe get slaughtered. She learned to cope and deal with them after a while, but they never really went away. It made her very thankful that she didn't lose her family along with the rest.
Chiyoko was twelve years old at the forming of the Hidden Villages. Her family moved with most of their village's people to Sunagakure. After some testing, she was instated at Genin level. There she studied under many higher-ranked shinobi to learn jutsu and grow stronger. She learned the basics of Taijutsu, but never really bothered to make it a strong focus, as her puppets would be her best protection. The second puppet she made she called Guardian. Its main functions were to protect her and to entrap enemies, its body loaded with launchers and made fire-proof inside for explosive trap purposes as well as protection.
At fifteen, Chiyoko was promoted to Chuunin for her mental and combat prowess. By then, the Kazekage likely knew pretty well how she feigned her seeress powers, but it was something left alone as a medium of hope to some. She led many missions and even acted as an envoy at times to people who were supersticious enough to believe in her 'gifts'. She sometimes questioned if she should continue the farce, but, as long as it was helping the village, there was good coming from it. It took her a while to get used to leading people on missions and having real authority, but she eventually got used to it and became good at strategizing for missions and combat.
After several years in service, Chiyoko became a very trusted Sunagakure shinobi. Out of her peers, she was chosen to become a Jounin Council Member. This, of course, increased her responsibilities quite a bit, but it was a task she was willing to take on to help her village and the land that saved her and her family.
And this is where her story shall begin, a new Council Member striving her best to serve Sunagakure well and improve its future.
Personality
General Personality Info: Chiyoko has a rather complex personality. In some lights, she holds much respect as a Council Member and as a Seeress. When in situations that require the grace of those positions, she tends to be quite serious. Her tolerance for people that break the law is little to none, usually on the 'none' side, but that's mostly because of how her tribe died.
In normal social situations, Chiyoko is a quite nice person, though she does like to jab back and forth verbally with others. She can even be a little harsh, but sometimes that's just attempting to see if the person can come up with a better comeback. All in all, she is a friendly person and usually quite understanding of people's problems.
Personality Strengths: Chiyoko is a very kind person, and she tends to have the ability to be quite understanding and talk people through or down from things. She is also quite confident in her abilities as a shinobi and her ability to help Sunagakure. Wanting to be one of the driving forces leading the village into the future is the main reason she became a Council Member.
Personality Weaknesses: Chiyoko is sometimes a bit too nice until she explodes on someone. She likes to be as nice as she can and explain things in a polite way, but some people idiotic past their limit, and may jab at people in play a little too much at times. She's also a bit of a habitual liar, though that's more related to keeping the fact that she's not an actual seeress from the public.
Hobbies and Likes: Chiyoko enjoys a number of things, some normal and some kind of creepy. Using Genjutsu to hide herself and watching people's daily lives so she'll know what to tell them when they come to her for help is one. Another is singing and playing instruments. Her hands are quite adept for that, as she spends a lot of time working on her puppets, which is another hobby, as she is always trying to improve them.
Dislikes: Chiyoko dislikes many things, bandits most of all. They leave a sour taste in her mouth after what happened to her tribe. She tends to be a bit overly harsh in matters dealing with their kind. She also dislikes dealing with people that don't pay attention or are obviously dumb, but that's all a part of the job.
Appearance
The elegant young woman before you stands at a modest five and a half feet tall, her frame slender but a bit curvaceous. Her face shows that she has reached adulthood, while still definitely having signs of youth, her complexion fair and flawless. Curled white tresses of hair flow down either side of her face and down the back of her head, meticulously made up and reaching down to her shoulders, offset by her ruby-colored eyes, though most of her head is covered on the sides and back by a purple hooded cloak that adorns her back and shoulders. Where the hood comes to a point and where the cloak falls just before the swell of her bust seem to be connected by two strands of pearls in each place.
A somewhat-revealing dress covers the woman's torso and hips, made of a fine, dark purple silk. Tied at the back similar to a corset, it leaves a part of the upper half of her large breasts uncovered, though leaving much to imagination. A slit a few inches wide that reaches down to her hips, tied together by criss-crossing black cloth, shows a bit on each side, as well as just under her bust. The dress stops just below her hips, a trimming of light purple lace stretching down to cover just a bit more of her legs.
Starting where the cloak stops, dark purple sleeves that match her dress stretch down to her wrists, keeping her arms covered. Her legs are covered by stockings that are made into the form of spider webs, her feet covered by leather black heels that are tied in a criss-cross up her calves.

I'm just an ordinary girl, but I'm something special to my family, the tribe, and anyone they tell our legends to. It's kind of strange having to tell lies all the times to act like I'm some kind of seeress, but it helps the tribe bring money in, so that's all that matters. We have to eat, right?
It seems like we're in a new place every week. I don't get a chance to make many friends outside the tribe, but that's okay. I know my tribe will always be here for me. They're my friends and my family.
It was horrible. So much blood. Almost every person I know and love was killed by bandits that wanted to use my "gifts" for their own purposes. I can't get the images or their screams out of my head. Some shinobi showed up to help, but it was too late for almost everyone. At least I still have my parents, though.
My parents decided we're going to stay in the Land of Wind from now on. No more traveling all the time. It's kind of sad, but I'll finally get to settle in somewhere and make new friends. Some of the shinobi here said they'll train me. The ones I like the most call themselves Puppeteers, and they use really big puppets to fight and don't seem to really ever take many hits themselves. It's so cool. Maybe I'll get to make my own puppet!
I keep having these nightmares, though… They're so real. When I have them, it's nearly impossible to tell that it's really a dream. I don't want to wake everyone up all the time, but I can't help but scream when I have to re-live that night when the tribe got killed all the time. Will this ever stop?
The clans around the Land of Wind are all moving to a place they're calling Sunagakure, a new thing called a Hidden Village. It's kind of big, so I'm not sure exactly why it's called a Hidden Village, but that's their thing. The cool thing is that we're going with them, and I get to make even more friends and learn from even more cool shinobi. It's one more move, but my parents say this will be the last time. Sunagakure is going to be our home!

Skills And Abilities
Chiyoko's main strength in combat in Kugutsu, which she includes a few other types of Ninjutsu with to supplement it. She also does some Genjutsu and things to compliment it and play tricks for her farce of being a seeress. Her main weakness in a fight is Taijutsu. Because of her focus on Ninjutsu and Genjutsu, she's never bothered make her body that physically strong or to get very proficient in Taijutsu.
Ninjutsu
D-Rank
The Puppet Technique is a unique ninjutsu fighting style; this jutsu uses threads of Chakra to control Puppets like marionettes. Any number of Chakra threads can be used to control a Puppet, but users with more skill can use fewer strings per puppet.
Kugutsu no Jutsu I allows a Puppeteer to control a single Puppet using Chakra Threads from all ten fingers. The Puppet can be no more than D-Rank in strength.
Puppet Blades is a basic Puppeteer attack that involves the use of sharp melee weapons. These blades may either be held in hand or build into the Puppet, but they can NOT be thrown or otherwise projected. They are melee range only. The blades have been soaked in poison, or may be composed of materials that are themselves toxic.
Puppet Offensive Combination D - One puppet launches into a melee-range sharp weapon attack (claws, blades, etc.), while a second puppet uses a mid-range to long-range poisonous attack.
Puppet Defensive Combination D - Whenever the Puppeteer or one of his or her Puppets is under attack, one or more Puppets will move to defend the victim by intercepting either the attack or the attacker (with a defensive utility or technique) and spiriting the Puppeteer to safety (via dodging or some other defensive utility), simultaneously.
By storing Chakra inside of one or more Puppets in advance, and using a sort of "Chakra valve" to control the flow of Chakra into and out of the Puppet or Puppets, a Puppeteer can use the difference in "Chakra pressure" between Chakras as a clue to influence then open the valve manually to flood their system with the chakra in an attempt to break the attack.
This is essentially an enhanced Replacement Technique, but is used with a nearby Puppet, allowing the Puppeteer to quickly and unobtrusively switch places. This is more effective than a normal Replacement Technique, due to the Puppeteer not travelling far from his or her attacker, allowing an immediate counter-attack, if desired.
This is the trained capability of most Genin or higher ninja to detect Chakra when it is being used nearby. This is not very precise, and can not be used to track someone to his or her exact location. However, if someone is gathering a lot of Chakra, or is actively using a lot of Chakra in a Jutsu, then it might be felt. This can allow someone to become aware that an enemy or at least a large Chakra source is within range. The stronger the Chakra source, the further away it can be felt. But this remains — in general — a short-range sensitivity.
NOTE: One with this skill can NOT see Chakra. It is felt more indirectly and more vaguely than sight or other mundane senses. To go beyond a D-Rank Chakra Sensitivity requires Sensor Style.
C-Rank

A single Puppet can be no more than C-Rank in strength. Two Puppets at this level is equivalent to C-Rank as well.
Puppet Offensive Combination C - This Puppet Combination requires at >least< two Puppets. It allows the Puppeteer to attack with two or more Puppets simultaneously. The Puppets attack from a distance, with ranged weapons. A fire-based attack, a sharpened weapon-based attack, and a poison-based attack are all unleashed at once upon one or more enemies. Generally, the enemies must be relatively close together to be impacted fully. If there are only two Puppets then the Fire OR Poison aspect of the attack must be delivered via the Sharp aspect, rather than as a seperate attack. Example: Poison senbon needles would be Poison + Sharp, while a flaming harpoon would be Fire + Sharp. This is in contrast to Fire, Sharp, and Poison being used as three individual attacks.
Puppet Defensive Combination C - With this technique, a Puppeteer can use at least two Puppets to defend himself or herself with a combined defense (a defensive utility or technique). Two defenses being used at once by two different Puppet allies allows the Puppeteer to cover a wider range of potential attack angles or to defend against more than one enemy more effectively. If three or more Puppets are in use, then it is common for the third — and any additional Puppets — to physically relocate the Puppeteer, just incase the two defending Puppets do not manage to fully stop a given attack.
Puppet Henge covers a Puppet in a Henge no Jutsu, allowing it to appear to be something or someone else. It also can appear to move about and speak independently of the Puppeteer controlling it, as long as the Puppet remains within range of Kugutsu no Jutsu.
B-Rank

The puppet called Guardian has a massive barrel-like torso with a lockable compartable that can be used to protect or to harm. In this instance, it is used to capture an opponent. While doing no particular damage, this attack is a nice setup for an attack that does. The puppet master opens the doors of the compartment on either side of the puppet and either has the puppet lunge toward the target or has another puppet knock him or her toward the Guardian then closes the doors and locks them inside. This can also be used to counter a melee attack by having the puppet move in front of the attacker to intercept and capture him or her.
A-Rank

Made to be sealed and protect against sharp objects, fire, etc, the inside of the Guardian puppet can be used to guard and also to capture and is lined with metal to be fire-proof. There are also mechanisms inside it for blades and tags. Once a target is captured, the user of the technique activates a set of explosive tags inside the sealed area to create a very potent explosion inside it and cause as much damage as possible, like an execution by fire.
Note: The Guardian Capture attack or another skill that involves catching the target inside that puppet must successfully hit before this attack can be used.

Genjutsu
D-Rank
Using a connection to a victim's Chakra Network, the ninja who casts this Genjutsu can make an opponent see the caster as having vanished somehow. The exactly visual appearance varies, ranging from 'fading out' like a ghost, to seemingly swirling and melting inwards like a whirlpool in mid-air, or simply seeming to be instantly gone. In all cases, this vanishing act is temporary and only allows the caster to avoid an attack by concealing his or her movement to a new location or by distracting the attacker with a projected image of the caster — the 'self' that vanishes.
The disappearance does not endure for more than a few seconds, in most cases. That is enough time to get out of the way of most attacks.
The Illusion causes the target to believe that the air is becoming unbreathable no matter where they move, and they are slowly suffocating for almost a minute.
Kuppuku, or the Submission Technique, is a silent command that forces a target to their knees in helpless submission after a genjutsu link as been established. This Genjutsu uses Gen + Int to hit.
C-Rank
By improving the duration of the basic 'Fade' Genjutsu to allow the illusion of having vanished to last beyond merely a momentary defense, the C-Rank technique 'Fade II' is created. Similarly to Fade, the jutsu caster seems to displace the location of his or her body in the enemy's eyes by fading out of existence in response to an attack and then reappearing somewhere else. This aspect is unchanged. However, a further improvement allows to effectively 'turn invisible' to an opponent until a harmful attack is made. Attacking the victim causes the caster to become visible once again.
NOTE: This is basically the Genjutsu-equivalent of a Stealth attack. It follows the same rules as Stealth attacks as well as the same etiquette concerns, but it works on the principle of manipulating the target's senses through the Chakra in his or her brain. Perception skills that would not reasonably be able to detect the hidden Genjutsuist would be ineffective. Use common sense, please. Enhanced hearing will allow one to hear an 'invisible' Genjutsuist. Long-distance vision would not, because the brain itself is being told the eyes see no enemy.
Everyone is afraid of death at some level deep within their subconscious, this technique plays on the victim's fear of death to the extreme..convincing them without a doubt they have suffered a mortal wound or fatal error in some way. Such an illusion once a genjutsu link has been made can render the weak minded temporarily unconscious or simply in an absent minded state for a short time.

The Crystal Ball is a puppet owned and created by Chiyoko. Outwardly, it looks like nothing more than a reflective crystal ball. However, it is composed of a rather complicated clockwork system can trigger blades, launchers, and other weapons the puppet it outfitted with, which include use of Seals, Scrolls, senbon, kunai, etc. It may take on a different colored glow depending on the jutsu being used from it.

This technique is used whenever Chiyoko wishes to have two of her Puppets active at once. It represents both Puppets fighting together against Chiyoko's enemies, rather than individually.

Styles
This ninjutsu style is the art of ninja puppeteering.
Scroll Mastery is a field of jutsu that allows more complex and larger scale seal techniques to be stored for later use. This mostly encompasses the storing of large objects, or multiple small ones. Scrolls also however have the ability to be used in combat to summon such items, weapons, and defenses quickly without the usage of hand signs.
Seal Mastery is a "General Ninjutsu" Style that permits its owner to make use of Sealing Techniques — Fuuinjutsu — that are more advanced than the standard, generic paper tags — such as Explosive Tags — that most ninja are able to use. Further, Seal Mastery represents knowledge of how Seals work, how to recognize them, how to modify existing Seals, create new ones, or work out counter-Seals to combat the Seals of other ninja. Sealing Techniques are a very dynamic branch of Ninjutsu, and the general difference between Seals and Scrolls is that Scrolls are used almost always for storage via writing upon a medium, whereas Seals can cover a wide variety of jutsu that are centered around the symbols and writing — the "seals" that this Ninjutsu category is named after — to achieve an effect. Seals can be used to control or suppress or "seal away" something, but not all Seals are literally "sealing". "Seals" refers to the markings, rather than their function.
his style is used by those who do not possess a Kekkei Genkai for detecting Chakra — such as Sharingan or Byakugan — and yet are either unusually sensitive to Chakra from birth, or have trained extensively to heighten the natural ability of human beings to detect large amounts of Chakra, until this sense is much more refined, and can be used to detect, measure, and identify Chakra of various kinds — and not only in the environment, but also in living beings. This Style focuses solely on Perception-based skills and Stealth-based skills related to concealing or altering the appearance of one's own Chakra.
Seeress Genjutsu is a style of Genjutsu based around fooling the target(s) into thinking the user is psychic in some manner. This may involve making the believe their mind has been read or their actions or an event have been foreseen, or it could involve using subtle physical cues to make the person think of things to effect how they would see the Genjutsu.
