Versed in Water Ninjutsu, potent Genjutsu, and a style unique to only himself and the Rain village makes Satsukiyami a very interesting person to meet.

Background

+BG Part 1:  The Prideful Fools

After the reign of the Clan Wars ended, there were many that were scattered to the wind. One of these, the Kyoumen, were part of a twelve-clan group that had gathered within the small country that is the Land of the Rain. The commune, as it would be called, began to settle in the area. Not a true hidden village at the time, but simply a refuge. Of course, there were the few minds within it that sought to make it to be one.
A day came when the elected leader of the commune made a request of all the 12 clans that made up the Land of Rain, a request that would soon define the direction of the would-be village. He requested a single clan, a volunteer group of people, begin to subjugate themselves to the development of the first 'Hiden Style' of their soon to be village. A noble and arrogant clan, the Kyoumen opted for this without hesitation—among them was a 10 year old who he too raised his chin proudly to accept. This choice in the end would be their destruction.

+BG Part 2:  The Process of a Legacy

Horrific testing, forbidden acts, crimes against humanity, the Kyoumen were placed through trials in hopes of drawing out the act of evolution. The need to adapt would hopefully force adaptation. Each year, a new and more horrific test would be placed on their heads, and each year more of the clan would fall into unwritten history as martyrs to a heartless cause of a coward leader. Each and every day, another would diesometimes two or three. It seemed as though one of the most populated and well rounded clans within the commune were doomed to go through this torture endlessly.
The final six was the immediate family of that one little 10 year old, now the age of 14. The final test was simply barbaric in nature. A clan reduced to remnants, they were the 'final hope.' Their own pride was the soul reason they were even here. Of course they were put through the worst yet…The details of which never have been spoken of, even by the sole survivor of it. Small bits of data only cover a sustained forcing of chakra-infused water into the bloodstream, causing contusions and rupturing of many of the vessels within the body's circulatory system. The last one alive was the only one to finally reacthis body began to strengthen rather than weaken and wither.

+BG Part 3:  Fabrication of a Miracle, The Never-dying

Years upon years of maintaining this torture, the screams of the young wanderer soon became silent. A confused silence as the water that had been forced through the bodies of his own family, mixed with their blood, was repeatedly cycled into his own body. Soon, he began to absorb it like a sponge. His body began to almost devour the chakra and water, for days and days this continued. This experiment was maintained for an entire year…the boy didn't age a day after the first absorption began.
The clans began to cheer, they had finally created their first 'Hiden Style' clan. A clan of one, an extinct clan, they ignored this however as they believe it could be replicated. To this day, not a single one who has even began the process survived longer than a day. It was the boy's will, the need to survive, the need driven into him from 4 years of daily routine of experimentation had forced a unique evolution into a living embodiment of water.

+BG Part 4:  The Miracle of the Rain

Twelve years later, and only having aged in appearance 2 years, Satsukiyami Kyoumen had became renowned among the commune as the 'Miracle of the Rain.' His ability to draw water to himself, and even more to drain the chakra of his enemies to sustain himself, was their greatest weapon. They planned from the start to use him as their 'messiah.' The elders of the village were quick to use this, after all in the end true legends are only written that way. A legend must be claimed as one by someone other than themselves and by someone in higher power, that way it is made 'official' as it's from authority. A lie from authority. Their beacon to show the world that they have superior ninja. The village, as it was growing to be, never revealed how. Satsukiyami himself never revealed it either. He will openly state he was born this way. In essence he was, he had been reborn with the cycling blood of his own family, their own chakra, and the water infused chakra into a new lifeform as he saw it. He was proud of it, he had no choice but to be.

+BG Part 5:  The Wandering Opportunist

He left the village commune, venturing into the world to not only spread word that a new village was in the works, one welcoming those truly seeking their full potential, but also in his own way to test his superiority. Wealth came easy, luxury all the same, it was not hard to know how to manipulate minds with his ageless mind. His intent though was not malicious, but more of a neutral party that aides who will support his to-be village the most. He has also taken quite well to bounty hunting, having gained slight favor with Kirigakure and Sunagakure for his efforts in tracking down troublesome Missing-Nin. He aims eventually to gain the favor of all 5 of the villages, but that would take quite the effort. He is widely known as a hunter for hire in case certain villages cannot handle their own problems effectively.
He is fully aware of his condition, and almost revels in it. He was immortal in his mind, but he knows the value of making it seem like he is even more so in the minds of others. He often displays certain acts, with the aide of Genjutsu, to mimic having a true solid body and injuring himself in inhuman ways when in a standoff. But these acts simply are only to feed his legend…A false legend.

Personality

+ Personality

As offset as his overall mentality may appear, Satsukiyami truly seeks to make his pockets heavier. He is wise, more than he lets on. He also seems to have an inner desire to teach, something he displayed by taking on students in Kirigakure. In battle, he often spends the first half taking in what his opponent is capable of and then adapts. Intuitive, quick to annoy, but sometimes even lazy. The individual is harder to understand, making it much easier to go with rumors and hearsay. Satsukiyami has been labelled as a beast, some even wonder if he is even a Jinchuuriki. In their rumors, he is callous and bloodthirsty. In their rumors, he is outright a monster. He's just simply looking to help his village in any way he can.

Appearance

A height reaching a good 5'9", the wandering shinobi standing infront of you is of average height for his apparent age. Hair, so blonde it almost being pure white, is tipped in a slight cyan color before being braided down halfway down his back—cut to chin length to frame his face as well. His eyes are blacked out, shiny glass lens covering them in contact with the eye itself A slight liner of cyan is circling his eyes here as well, accenting the blackness. His lips are pursed at all times, showing a constant deep thinking attitude. Underneath his right eye, a childhood scar from a kunai. His nose has two black bridge piercings straight through it as well.
His attire, a large, navy blue overcoat that has been separated at the shoulders, elbows, waist, and down the sides. Each split is clicked together by a mended black leather strap that holds the entire outfit together. On his back, two paper umbrellas are attached to his coat and clearly are some type of tool of his trade. His feet are wrapped in the same buckles as his neck, finishing in open-toed sandals. Beneath the overcoat, a leather bodysuit covered in belts and straps…senbon lining every single one. He seems prepared for a rather long battle, no matter the situation.

Timeline

+Entry 190:  Arrival in Kirigakure

"What a paradise, it really is quite calm and comfortable here. I've settled into a large valley outside of the city, it gives me a good deal of privacy and room. None have yet noticed my settling in and I have not made contact with the village. I have arrived seeking an S-Rank Missing-Nin, an Ex-Swordsman of the Mist. Surely the trail has to start here. Anyway I now will begin my gradual exploration. Today I will also make contact with my broker here in Kirigakure, and they will introduce me to the Mizukage. Always good having the authority on your side. It's a merchant's life."

+Entry 191:  Incident with an Odd Girl

"Licking my wounds as it were. A Jinchuuriki, here. And of course, she happened to be the first meal I tried to have here. What a terrible idea, I lost my arm. It's already reformed thanks to the rain, but it was so foolish of me. What a horrible technique, I don't remember this girl's name either. Unforgettable. Time will tell though, but looks like Kirigakure is giving me more than just a Missing-Nin to look into."

"I fear I'm becoming soft, but this village really relaxes me. I have a dead end on my hunt for the Swordsman. That girl is nonexistent too. These Kaguya…What a riot. I've never had so much fun toying with a clan before. Their pride is only beset by my ancestors…I can feel their consciousnesses within my body quivering at that thought. Sorry, papa, mama. Now…I believe the fact is the air is so moist here, it reminds me of home. The Kaguya provide me with more than enough chakra to rest with. They are all fools, running into battle blindly. I think I'll have a little fun and mimic that Bone Jutsu I see them using. Wouldn't take much with a face like mine. Personal Note: Avoid Kumogakure for 1 year."

+Entry 193:  I Have Begun The Team

"Well, this will be short as I never make them long. Kirigakure's Mizukage has contacted me and contracted me. Clearly the village just wants me to let slip my own usage of secret techniques from my homeland. I have already been given my first student…It's a relieved feeling. The funds from this are immense, more than any single bounty of an A-Rank Criminal and I'm receiving these funds almost monthly. My only trouble is I can't leave freely, I must tend to this team…Sekisetsu. This girl is odd, but has some hidden potential. The child trapped me in a Fire technique. Astounding! Well, we will see. Tomorrow, I seek out the second prospect…When I saw the name, it sent a bit of a pang through me."

+Entry 194:  Failure to Recruit

"I write today annoyed. Kaguya Tsun, that strange strong girl who I crossed back in entry 98, she has been on the list for who to take in. She refused, and clearly is not the one to pursue. I did make her an offer unlike I have to anyone before. I don't normally use my Fuuinjutsu. Personal Note: Sekisetsu is a coward."

"Tsun appeared today before me as I watched over my reluctant charge. The girl took me up on my offer, but instead wishes to simply loom as it were. She is saying she's no true member, but I can see the desire in the girl's heart. She wishes for more than just to sleep, she wants the companionship of teammates. She has humor, that's a good start."

+Entry 196:  Not Sure I Want To Take This Job

"Today, I was approached by a messenger. The request was simple, to support the troops in this next push for a beachhead in Konoha. I really was not too keen on it at first, as I have my own ties to the Fire Country and it might harm future relations (and jobs.) So, I requested the most anonymous detail I could. They agreed, and assigned me to the Intel Squad. Peace of cake. Tomorrow, I ship off for Konoha along with Tsun. Sekisetsu's vanished again."

+Entry 197:  What Have I Done?

"Kirigakure hid a huge secret even from me. What was that blinding ray? It threw my whole body into complete distortion, I was lucky to hold my form. Not a word was said to me, clearly due to being just a mercenary in this war. The push was successful, and I did my role of supplying the troops with water for use. The Intel barge was destroyed, no casualties. I hope I can get a bonus for saving those lives. I didn't like being used by the Sensor-nin though. They explained to me beforehand, my Rain Technique was a close enough sensory technique that they could 'decode' it easily. Problem is, I don't like being used as a personal calculator of troops. I cut the effectiveness of my jutsu quickly, mostly to get on shore. I didn't need to even raise a hand in this fight. Looks like my ties with Konoha are secure for now, as all I have to say is "I was a supporter, I did not want to personally harm a Land of Fire shinobi." It was a good battle…but I don't know if I will support this war further."

+Entry 198:  Unexpected Problem, Akimichi

"My normal Intel missions are simple, fall back as soon as you can the moment you run into enemies. I did not expect to be cornered for once. An entire team of Konoha scouts descended upon me. One of which, a Jounin who's name I cannot remember, was of the Akimichi clan. I am completely shocked, I have never been defeated by a single blow. Sure, it was simply only one of me but I have never witnessed raw physical strength like that. I have retreated myself back to Kirigakure's boarders to recover. My form was shattered in an instant, that portion isn't recoverable either. I'm sure they believe I'm dead for now. Fortunate. I'll reserve myself in Kirigakure."

+Entry 199:  Reassignment

"During my rest in Kirigakure's lake of mist, I have been approached by the Mizukage once more. They require my talents at that devilish weapon. It turns my stomach thinking of how close I'll be to it. The very steps I take now towards the hidden location upon the rocky shore make my very waters quake. I can barely hold myself together out here, so I keep near the ocean. It might be only peaceful guard duty, but I dread the day it fires once more near me. At this proximity, maybe I'm best letting myself be taken in by the salty waters that defend the land. Hm. Maybe that is a rather intelligent choice…we will see what becomes of Konoha if that day comes when they face me alone on the water. Oh, how I yearn for peaceful days."

+Entry 200:  Surrender

"So many Konoha bodies lay on the shore, but that dreaded weapon is finally destroyed. Ah, how at peace I feel without that constant disruption in the air. My body successfully bonded with the ocean, and Konoha felt my power once more. Their laziness disgusts me. At the end of the battle, I remained within the bloody waters for quite some time. The reserves of chakra leaking from the corpses was enough to help me reconstitute myself. This form is dangerous, but its power is noticeable. I've never felt such freedom, even upon my division. I will focus my will into this…maybe I can attain this type of control without needing to become so formless. My peaceful days have returned, but Kirigakure is no longer feeling comfortable. Tsun now has vanished too, after the war. I've heard tales though of her vanishings."

+Entry 201:  Abroad

"The Mizukage always is so compliant with my plans. I have taken Onimitsu from Kirigakure and we now travel to a village on the outskirts of Konoha, Kadomai. This town is a comfortable haven for me. I enjoy it here, it's so peaceful. I am trying to teach him about proper blending into environments for stealth purposes and he is actually doing quite well. I can sense his uncomfortable shyness though being out of that armor. We will remain here for three days. I seek a new apprentice, one from Konoha. A Hyuuga, an Uchiha, anything would be sufficient. I must draw more to me now. The war has given me time to reflect."

"I have planted the umbrella, the question, and the invitation to a young medical-nin called Ei. I hope she takes the umbrella to someone of sufficient strength. Drawing them out of Konoha and into Kirigakure is my main goal in this. Once they are within an entire country of my element, they are mine to do as I wish. I wonder if that young, meek little shinobi will bring me a proper subject. I feel cruel, I do not like using others as bait. It is though how I hunt, I at least did not need to use Genjutsu. The subtleness was enough."

+Entry 203:  A Victory Over Kaguya's Clan Leader

"It proves again, raw force and pride lead to defeat. I was approached by the Kaguya's own clan leader earlier this morning. The brute for some reason felt I had a grudge against him, or he had some indwelling hatred for me becoming the trainer of the Jinchuuriki. Whatever it was, he let it lead him like a child. He came seeking vengeance. My tendrils coiled around him, lashed him, and threw him. My final coup, he did not interrupt my conjuring of my Water Dragon Bullet. I bound with my own jutsu, and separated. The clan leader fell before me, still sick with pride. People like that are almost pathetic to behold. One day, he'll end up killing himself in shame. I pity him."

"My mind wanders, I am distracted today. As I meditate within the valley, my head is swarmed again with the same thoughts I had during the war. Do we really need villages? I heard tales of the nomad clans, the honor they had, and the peace that came from not taking sides. Am I wrong to take the side of Kirigakure? How I long for my own eden, my Amegakure how I miss you…I will make you one day into a mecca. A fortress of unparalleled secrecy from the world that we can live in our own calm seclusion and drown those who come close. These funds aren't enough, and the blood is getting weaker there. I think soon I will have to begin making my own war…I despise that thought, it makes my core shudder in self-loathing anger for even thinking of such a choice. I need more though…Where is that young Konoha girl? Where is the bait and the fish I set it out for? They are taking too long."

"They came and went. Another prospect did too. This unease in me though finally ended. A peace set on me this morning while meditating. Clarity? Epiphany? No, realization. If I am to find an Eden in this world, I must build it. But to build it, it must be protected. I must help this world learn to defend itself without the need for power. I vow to reserve my skills, to accept humility. I will not foolishly destroy or kill for money, there is more power in words. My students will become my true treasures. I will make them into beacons of hope for this world. They will not need any demon within them, they will be able to handle it completely on their own. And if they are burdened, I will lift the burden with my own might. I will never leave this world, that I know. But I will guide it another way without killing. My fury though will never be truly gone, this I know. But I will reserve it for one who is looking to end the peace I will bring upon this world with knowledge."

While clearly a virtuoso Ninjutsuist, Satsukiyami is publicly known as a Water Clone user unparalleled. The number of times in combat he has been struck only to liquify later shows the true accents of a man who almost always is never there. It's widely known that this is a fact, and to never expect they're talking directly to him.
(This is only what's publicly and widespread known, it's the common dismissal of him being anything more than just an expert at Water Clones rather than a liquified human.)
