Background

Jon is Kumogakure PD's top investigative detective. His abilities are very well-balanced, without any outstanding strengths or weaknesses. As a police officer, however, he has received extra training in the usage of weaponry. Jon's weapon of choice is a metal rod which can be either wielded in the manner of a katana or extended to the length of a bo.

Saito Jon grew up in the Imperial City of the Land of Lightning. Jon's father specialized in doing investigations for the Daimyo's court; he was, in essence, a ninja detective. Jon followed in his father's footsteps, both as a ninja and as a detective. He became a police cadet of the Imperial City at a young age, learning the ropes of police work and applying his genin-level ninja skills to the capture of petty crooks.

It was during this time that Jon's path merged with that of a peculiar creature. One day, Jon was chasing a thief who had snatched a shiny necklace. The thief ducked into an alley, hoping to shake Jon. When Jon entered the alley, he found the thief struggling with a wildly flapping crow. The crow was trying to yank the necklace away with its talons, and more surprisingly, it was profusely berating the thief! After Jon arrested the thief, the crow introduced himself as Scruvo. Intrigued by Scruvo's linguistic ability and figuring that the crow deserved some reward for his help, Jon invited Scruvo home for a meal. Scruvo gladly accepted, and wound up spending the night…and the next night…and the night after that…and so on and so forth. Though no formal arrangement was ever made between them, nobody ever mentioned the possibility of Scruvo moving on, although Jon occasionally wonders if he wouldn't be better off without the garrulous bird.

Scruvo's history, which Jon eventually pieced together from the truer-sounding elements of many a tall tale, is worth mentioning here. Scruvo came from an arid country far to the south of the Land of Fire. The natives of that land held many totemistic superstitions, and their rituals often involved talking to animals. As a result of this, some of the more intelligent animals in the region learned to speak. Scruvo was one such specimen. After growing to a self-sufficient age, Scruvo set off to explore the world. He had a great many diverse experiences in his travels, of which he will tell highly colored versions given half the chance. Eventually, though, he wound up in the Land of Lightning and had his fateful meeting with Jon. Today he remains Jon's ever-present companion, revelling in the thrill of police chases and filling any tedium that comes with inane chatter.

During the Ninja Clan Wars, Jon and most other Saito were not direct competitors, as the Saito were not organized into a formal ninja clan. Nevertheless, Jon often found himself fighting to protect those caught in the crossfire, from dignitaries targeted by a particular clan for whatever reason to villagers threatened by the fires of war. He worked with other ninja not attached to any clan in these efforts, some of them worthy comrades, others in it solely for money. One in particular Jon grew very close to: a beautiful young practitioner of the Fierce Beast-Fist Cat-Fist style named Nagayama Amaya. They cooperated in a great many missions, and during one particularly grim seige, they decided to defy their desperate circumstances by getting married. Fortunately they and their allies prevailed in the end, and they were able to share more than just a few days of their linked life together.

When the ninja clans of the Land of Lightning were united by the forming of Kumogakure, Jon and Amaya decided to move to Kumo and serve there. Jon joined Kumo's newly-formed police force and was soon promoted to their top investigator, along with being assigned the rank of Jounin. Today he continues to train both young police and ninja, and is called upon to crack Kumogakure's toughest criminal cases.

Personality

Jon is a solid, staid individual. He goes through life taking problems as they come, guided by a strong sense of duty and justice. Jon is known as a man of few words, not anti-social, but not very outgoing either. Fortunately (or unfortunately, depending on how you look at it), any blank spaces in conversation are typically filled by Jon's ever-present companion, a garrulous talking crow by the name of Scruvo.

Appearance

Saito Jon is a tall, thin man in his early thirties. His hair is a muddy brown color, and sprouts in every direction in short spikes. The features of Jon's face are rather sharp and hawk-like, and his eyes are a steely grey in color.

Jon typically wears a white short-sleeved shirt and a (usually open) blue denim vest with lots of pockets. In the back, a leather holster for Jon's weapon pokes up from beneath the vest. This holster is attached to a shoulder-strung belt, which clips to another belt around Jon's waist. On this belt a shinobi pouch hangs from behind and a police badge is clipped on front, although both are often obscured by the vest. A black pair of pants covers Jon's legs, a pair of shuriken holsters are strapped to his thighs, and shinobi sandals protect his feet. On his hands Jon wears a pair of black biker gloves, and snugly tied over his forehead is the forehead protector of Kumogakure.

Though essentially not a part of Jon, his crow companion, Scruvo, can most often be seen perched on his left shoulder (so as not to obstruct Jon from reaching his weapon). Being a crow, Scruvo is colored completely black, but he keeps his feathers glossy clean and usually has a roguish sparkle in his eye. Scruvo has a habit of tilting his head at a jaunty angle when talking to people, which is nearly all the time.

Jon's beloved bride. They were wed during an invasion of the Land of Lightning, showing a defiance of the enemy's terrorism and a determination to live life to the fullest. Amaya's spunk and energy provide a much-needed complement to Jon's stable quietness.

In the course of his interactions with the genin of Kumogakure, Jon learned that a certain young kunoichi by the name of Chichi was being given…special "training," in an attempt to bring out certain expected abilities in her. This training was far from humane, and mainly involved beating Chichi savagely. The ninja conducting the training were soon exposed and restrained from continuing it, but Jon knew that could only be the surface of something deeper. Investigating the matter, Jon discovered that there were powerful figures behind Chichi's mistreatment, people of influence in both Kumogakure and the Land of Lightning's government. Knowing that they would not give up their designs so easily, Jon contrived a way for Chichi to disappear, seeming as though she had died in an accident. Along with Chichi Jon sent Seiji, her close friend, to watch out for her. Where they are now, Jon doesn't know; he can only hope that their journey will take them to places where they can be safe and accepted and become who they are meant to be.

She spoke a rousing word at the First World Ninja Tournament. A speech about putting aside the grudges of the past, about unity amongst all, about love and power being parts of a whole. Then came her match against Jon, and she spoke more words to honor him — "Champion of the People," she named him, in the hearing of all. But then came more words spoken in private, words which Jon didn't like nearly so much. "Someone has to be the villain," she said. What did she mean by that? Why was she saying such to Jon while presenting a different face to the public? It's still a mystery to Jon…and Jon doesn't like mysteries he can't solve.

Known to the public as Lady Ryoko, the "precious consort" of the former Daimyou of the Land of Grass. When said monarch was murdered and civil war began to brew, Jon travelled to the Land of Grass in the hopes of finding proof that the real culprit was neither of the leaders now vying for control of the country. When his investigation led him to Lady Ryoko, he found her circumstances to be suspicious — nothing concrete, but the best lead he had to go on. She sent him to investigate a place which she claimed she'd heard about from the former Daimyou's uncle. Naturally this turned out to be a trap, giving Jon a narrow escape from a race of spider-people. Eventually the war was resolved without Jon's help, but he never did find out what Lady Ryoko's part was in all this.

Defiance. That was the attribute she displayed during her bout with Jon in the Bloody Mist Cup, and that was the symbol she wore on her back during the rest of the tournament. For Jon, it was just a friendly match against someone he knew mainly as Yotsuki Raiga's granddaughter, until she summoned a corpse wearing the Uchiha crest, missing its eyes. Thinking primarily of the diplomatic damage this might do to Kumogakure, Jon caught Mune in a genjutsu and told her to do something to convince the crowd that it wasn't really an Uchiha corpse. She defied him, revealing a grudge against Kumogakure.
