Background
Sasaki Sukai was born nineteen years ago in Sunagakure. He exhibited extraordinary control over his chakra from a young age, such that he was able to learn basic practice jutsu from his father, Hisui. It was the mark of the prodigy in the making, and that was most encouraging for the the Sasaki. They were a prideful clan, after all, and every offspring born to greatness would further secure their relationship with the Kazekage. Sukai was brought up with such ambitious political goals in mind. In retrospect, they would give him a certain impatience with - perhaps even hatred for - politics.
At the age of five, Sukai underwent the very same ceremony all members of his family do. The branches gathered together and placed a seal upon him, granting him the powers of the Sky while forbidding him the strength of the Land. It was another partial cruelty of his birth, a means of securing Sasaki interests and rendering his future a predestined matter. Nevertheless, after the ceremony was performed, Sukai would grow up and exhibit an exceptional talent for the style the seal had granted him access to.
Sasaki Sukai was a prodigy, and there could be no doubting that. He was admitted into Sunagakure's shinobi academy at age six, and by age ten, he'd developed Sky Manipulation in functional fashion. He made Genin by age thirteen, and was considered to be a Master of Sky Manipulation by age fifteen. Somewhere in the interim, he'd even found time to learn Fire Manipulation and an expansive talent for swordplay. It was a meteoric rise to power, and for someone to master the Kekkei Genkai at only ten years was a remarkable thing.
Sukai made the rank of Chuunin at sixteen, with his advancement having been held back somewhat for two reasons. The first was concern over how quickly he'd developed his power, and whether he had the discipline necessary to wield it in a rank of leadership. The second reason was an evolving love of bad habits. Debauchery, pranks, and a shifting orientation between benevolence and something darker. It seems that, when he was so taken with his element, he began to change just as swiftly as its currents would. That would hold true with his future, as well.
At age eighteen, Sasaki Sukai formally left the ranks of the Sunagakure shinobi over the objections of his family elders. His departure was formal, thus avoiding the title of missing-nin. Since then, he's been wandering wherever the winds take him, only to return to Sunagakure from time to time. What motivates him these days is a mystery, and as his usual, his erratic and unpredictable behavior makes solving the enigma none too simple a task.
Personality
Like a tempest, Sukai's personality changes from one encounter to the next. He can seem benevolent and helpful in one instance, and wrathful during the next. It was oft said by his former trainers that this strange mental imbalance might have been owed to his unusual abundance of chakra and connection to the Sky. Either way, the unpredictability makes him sometimes dangerous and unreliable.
That said, there is a certain core persona to Sukai which never changes. He loves the Land of Wind despite having left the ranks of its shinobi, and he travels it often, from Sunagakure out to the very borders. Usually, far beyond them, but always to return home. Sukai has a great love of bad habits - debauchery with either gender, drinking, pranks, scraps, and so forth. Nothing thrills him quite so much as a fight, and he's always eager to accept a spar. The only problem is determining whether he'll know when to pull back, as a proper sparring partner should.

The most immediately applicable word for this young man might be rogue. He doesn't stand particularly tall at five feet and nine inches, but his physique is thick with muscle. It isn't the sort of lean, chiseled muscle one would expect from a runner, but the bulkier sort one sees in someone committed to direct training. Lightly tanned skin is graced here and there with scars from past endeavors, yet none of them seem to have done any grievous harm. In fact, his motions are rather fluid and swift when he does move, enough that it would be a noteworthy trait. Purple lines are tattoed around his biceps and the small of his back, the latter reaching his hips and then dipping further downward. Where that ends, one likely cannot see, but the markings are unusual.
The young man looks his age, or perhaps just a bit older, easily judged to be nineteen or so years. Masculinity pervades despite his youth, with a strong, rounded jawbone framing his features. His nose is short and straight, and his mouth is quite disposed to a broad and oft wickedly amused smile. Oddly, his eyes are red. More purple tattoos grace his face, with one band upon the chin and two triangles upon the cheeks, and finally a band which extends across the eyes. That one must've been particularly painful. His hair is platinum blonde and easily extends to the small of his back, though a bit of his bangs and the hair at the very end has been dyed to follow the theme of purple adornments.
To say that clothing is a minimalist concern for this fellow would be an understatement. There's nothing to cover his torso, so instead, clothing begins with a red sash wrapped about his hips. What appears to be the plate of a headguard is attached to said sash, but it's blank. Dark purple trousers of very baggy, loose make emerge from beneath the sash. Completing the ensemble is a set of sandals with cloth which stretches up his ankles and shins, tucking under his pants. He has a sheathed katana hanging against the small of his back, and lastly, his finger and toenails are painted dark purple.
Relationships
Sukai maintains connections with only a few members of his family. Most shunned him when he left Sunagakure's shinobi ranks, thus denying them the political gains to be had from his great power.
