Tobiramako is the current clan head of the Senju Clan as her sister took on the role of First Hokage. She hails from the Senju clan, who, along with the Uchiha clan, founded the first shinobi village, Konohagakure.

Background

Tobiramako was a member of the Senju clan along with her older sister Hashiramako. They had two younger brothers, Kawarama and Itama, and were all children of Butsuma Senju, the former Senju leader. As a child, Tobi grew up in the Warring States Period where she became a shinobi of her clan. She lost her brother, Kawarama, and many more clansmen during the constant clashes between their clan and the Uchiha clan. Tobi was starting to get sick of all the fighting, seeing war as being good for nothing, as a strong realist. Hashiramako later ended up in an altercation with their father about the senseless killing of innocent children, sick of all the deaths of their friends and family. This led to her father almost striking Hashi out of disgust, but Tobi intervened, taking the slap herself to defend her older sister's views. Tobi had always admired her older sister growing up, and her strength was what pushed Tobi to get stronger.
Months later, all three remaining siblings met up and spoke of plans for peace for the future. Tobi had been constantly thinking about this topic for weeks after her sister had brought it before their father, and had come up with what she thought was a sensible solution. She spoke about ending the conflict by giving the shinobi a code of conduct to stop the endless killing. Her brother, Itama, had adopted their father's way of thinking, and, as such, began to grow apart from his two sisters afterwards, with whom he had always been close. A few years later, Itama was killed on the battlefield.
After losing another brother, Hashiramako kept disappearing for day trips somewhere without telling anyone where she was going. Tobi was tasked by her father to find out where Hashiramako was disappearing to. When Hashi returned from one of these extended leaves of absence, Tobi confronted her, informing her that their father requested to speak with her. When Hashiramako questioned how Butsuma knew that she was meeting with Madara, Tobi was forced to reveal that she had followed her using her sensory abilities, which were far superior to that of Hashi. After this reveal that Hashi had been fraternizing with the enemy without even knowing it, Tobi was forced to go along with her father to set up a trap for the next time Madara and Hashi met. It would seem that the Uchiha had the same idea, as Madara's family, Uchiha Tajima and Izuna, Tobi's rival during the wars, also arrived, forcing the foursome to fight while Hashi and Madara fled.
As the two rivals, Tobiramako and Izuna, clashed, unbeknownst to Tobi, Tajima prepared to land a would-be fatal attack on him, only to have it deflected by Hashiramako who returned to the battlefield to save her sister's life. The two sides would part ways from this altercation without any bloodshed, though peace was a long way off, no matter how much her sister wanted it.
As time went by and the battles between the two clans continued, Tobi was able to mortally wound Izuna in a conflict, forcing Madara to retreat from the battlefield with his wounded brother. The next time the Senju sisters encountered Madara again, he informed them that Izuna had succumbed to his injuries and had left him his eyes to continue protecting the clan. The two Senju sisters and Madara fought, and the sisters were able to subdue Madara, but as Tobi was about to deliver the final blow, she was stopped by her sister who still wanted to seek peace.
Through Hashiramako's way with words and her noble actions, Tobi watched on as Hashi struck a peace treaty with the Uchiha and its then-leader, Madara Uchiha, with Konohagakure's creation following soon after.
Tobiramako never became any less wary of Madara for his actions, and the other Uchiha by extension. It was Tobiramako that convinced Hashi that the position of Hokage was not her decision alone to make and that Hashiramako could not arbitrarily make unilateral decisions like their father had; things had to be discussed and agreements reached through democracy. Eventually Hashiramako was elected the first Hokage of Konohagakure and Madara's true colors were shown, leaving the village branded an enemy and eventually thought deceased. Tobi knew that this had hurt her sister, who had always felt a kinship between herself and Madara, but she knew that this was the best thing for the village.
While her sister kept the village in order as the Hokage, Tobiramako was in the background keeping her sister in order. Valuing laws and order above all else, she created the Konoha Military Police Force and will hand the responsibility of governing such laws and order to the Uchiha clan. She had also taken on a team of promising Genin who have since graduated into fine shinobi.

Personality

Tobiramako is a work horse, and spends all her time completing paperwork, chores, keeping herself fit, working on jutsu, or thinking of ways to better the village. She likes loyal ninja, reasonable people, rational people, and patriotism.
Tobiramako dislikes unorganized people, and people that have the potential to disrupt the order and peace within Konohagakure and herself. Anyone who is lazy or slacking in their duties as a shinobi when they could do so much more is a huge turn off and often get a very cold shoulder. She also dislikes asparagus and cauliflower with a passion.
Tobiramako is obsessed with order and laws, so much so that sometimes she fails to use her heart and emotions. Being so stringent about following rules and organization, she can come off as unfriendly and cold to those who do not follow such order. She is also always trying to impress her sister and show her just how a proper village can run. Tobiramako has excelled at almost everything she has tried, leaving not much room for weakness in her skill-set.
Tobi's ultimate goal is to create a better, stronger, more orderly Konohagakure, often disagreeing with the carefree methods her sister uses to run. She believes strongly that Konohagakure can become the strongest nation without equal if certain aspects of every part of the system that is Konohagakure were improved or reorganized. She cares not for power beyond what is needed to protect her sister's dream of Konoha, a place of peace between shinobi clans.

Appearance

Tobiramako is a tall, fair-skinned woman with long, white, shaggy hair, dark-red coloured eyes and three red markings on her face, one under each of her eyes and one on the chin. Most of the time, she wears the wartime attire of kin: armour emblazoned with the Senju symbol worn over a simple black suit with a distinctive white fur collar. This armour was constructed from numerous blue metal plates, formed into multiple protective guards along her body, in particular: chest, waist, shoulders and upper arms. This clothing is accompanied by sandals and a happuri engraved with the Konoha emblem, in the place of the more traditional forehead protector. Beneath her shoulder armor she wears two bands on each arm.
