The opening of the Kazekage Administration Dome leads up a flight of stairs, into the lobby of the expansive building. Looking upwards, the entire building is open to the sky. Each floor is a ring, built with a hole in the center to allow a view both upwards and downwards. It is a very impressive sight, with many people visible moving around the upper levels, and stopping to chat around the railings.

The lobby has a tiled floor, with a intricate concentric circular pattern, and the walls themselves have been actually painted, and have designs etched into the hardened sand. The only piece of furniture on the first floor is a desk, and directly behind that, a stair case moving up to the next level. On either side of the desk are Male guards, their faces covered, and a make secretary is seated behind the desk, ready to take any questions or arrange appointments.

No one proceeds to the upper levels without the secretary approving them, and in most cases the armed guards also check them out to make sure they are carrying no weapons. However, there are a few people who can walk back and forth easily without the guards checking them, although all of them must first speak with the secretary.

Kuoroke has had a curious request for a meeting from a Kirigakuran Genin, Renai, and now he's got time to meet her. So, sitting in his office shortly after his lunch break, with his cloak hanging on a hook near him, he sits in his office, awaiting the arrival of this visitor, hands folded.

She had arrived the next instead of the first, having been far too worn out from their journey to make any sort of formal request like she had planned. As she waits, Renai seems content standing neat one of the carved and painted walls, looking it up and down. Right when she reaches her hand out to touch the thing, someone speaks to her and she turns to follow them. She has left everything where she's staying. All they find on her when she's checked for weapons is a scroll with rolled up papers of a more official nature within.

As she's ushered into the office, the girl pauses at the doorway, looking the room over once and then to Kuoroke with a smile. The girl approaches him, reaching up to push her green hair off her shoulder. "Um. Hello." She bows to him politely. "I'm Renai." She offers no surname since she doesn't have one and instead pulls a piece of paper from the bundled scroll and holds it out to him. It's a certificate of adoption and in the origin section it clearly states 'Land of Wind.' "I was wondering if you might be willing to help me find my family.. Or.." Her voice hesitates. "..What's left of them."

"Welcome. It's a pleasure to meet you" the Councilor greets as Renai enters, motioning to a free chair invitingly. Apart from the chairs the two of them are sitting in and one more for another visitor, the room is quit spartan, furnished with only a few cabinets. Kuoroke examines the scroll he is handed carefully. "Do you mind if I hang on to this?" he finally asks. "Now, as for your request… perhaps we can start by outlining the framework in which we'll be working. What, if anything, do you already know about your origin?"

Renai sits on one of the chairs gratefully, offering Kuoroke a nervous smile. This is the part she's unsure of. There are things she will need to tell him that she probably shouldn't. "Well, I don't know much about my origin other than what's on that piece of paper. I was adopted by parents in the Touketsu clan in Kirigakure. Both my adoptive parents have gone missing in action. They are presumably dead. And when the clan found out that I could manipulate sand.." She pauses, looking up at him. That is definitely one of the things she isn't sure she should share. "The Touketsu kicked me out of the clan. So I'm not exactly sure if anyone in Kirigakure knew what they had.. uh.. taken or saved.. or whatever it was that happened that landed me in the Land of Water."

"I see." Kuoroke answers. "So you have the ability to manipulate sand…" He considers the situation for a bit. "Well, firsty we'll need a sample of your blood, then, as you will likely exhibit some rare genetic markers. That should narrow it down. Furthermore, the way I see it this doesn't fall within the limits of our alliance, which suggests you'll be hiring our services, correct? Because in that case, I don't expect it'll be easy to work from scratch, but we'll do what's in our power."

Blood? That's definitely something she isn't sure she should share, but regardless, the girl nods her head. "Yes, this is a more personal request so I suppose I'll need to do a bit of paperwork for you." She smiles again to him. "Thank you for being willing to help. I'm not sure what you'll find.. I'm fifteen so I would have been adopted before the villages were founded. There may or may not be documentation from that time." A shoulder lifts in a slight shrug. "Is there anything I can do for you while I'm here?"

"Nothing I can think of, right now. I'll get to work on this as quickly as I can. Even if we have no records of that period, we can probably gather enough information to track down your family. If everything else fails, we can simply do a wide-scale genetic comparison, although that may turn out costly." the Kuroki promises. "But for now, all I can say is that I hope you enjoy your stay in Sunagakure."
