This transformation modifies the user's chakra by -225 per turn.
The Reizei Blur uses chakra to speed up your metabolism to hyper rates, so that you can both move and react very quickly. This would likely also burn up Chakra and probably calories due to excess fat being burned for even more energy. Use of this level of the Kekkei Genkai for too much, or for too long could result burning out both your body and your Chakra supply. Longer periods of sleep as well as increased consumption of food are required. The actual blur effect at this level comes from not only the observers inability to follow such enhanced speed, but also light patterns at such high speeds may theoretically start making even the most keen of eyes see them at more than one point in movement at once. The level of this skill allows greater movement not just in the legs of the individual but also the arms and even the head, allowing overall quicker strikes and a stunning reaction time. The movement speed becomes so quick that opposing attacks may seem to occur in slow motion. This level of skill deals a greater deal of damage to the body, but the outcome is conversely greatly increased.
