Warped mental processing causes the target to misjudge the amount of chakra/speed/power they are actually putting into their techniques, giving the user an edge in evading. With a bit of acting and the aid of the Genjutsu, the user can act as if they took the attack full force though the main point is to consistantly barely avoid the technique and set the body up in positions to take the blows best if they fail. Given the unpredictable ways of elements like fire or, states like gases, this lesser version of a more superior genjutsu evasion is only successful on limited attack types.
