Skill Description
"Tsukuyomi" - This is a very powerful Sharingan Genjutsu attack that can only be cast with the Mangekyou Sharingan. Tsukuyomi requires eye contact to be performed, trapping the target within an illusion completely under the user's control. This may be used to cause the victim psychological trauma, but that is not its only possible use. Memories, with the full emotions and sensations of the one who experienced them, can be transferred or shown to another person, for example. Such a powerful technique has side-effects and risks. Due to the complexity of the illusion and the quickness with which it is executed, an enormous amount of chakra is necessary and an added amount of stress is placed on the eye that casts it, leaving the Mangekyou-wielder weakened.
Especially skilled users of Tsukuyomi can alter the perception of time to make a few seconds seem like many days, but this is not an inherent capability for all. Damaging vision or even blindness is possible if overused or if cast without restraint. It is extremely difficult to defend against this Genjutsu, due to its speed and power, but still technically possible. Because Tsukuyomi is cast by eye-contact, other Sharingan-users attempting to cast Genjutsu by eye-contact are vulnerable to being countered.
