International Bingo Book Summary
The Bingo Book is a book that contains any and all known information on every known Missing-Nin, which all Jounin and members of ANBU of the major shinobi Villages are given by their respective Kage (or other leaders) in order to facilitate hunting down and assassinating these rogues. The purpose of this is so that a Village's secrets and/or Kekkei Genkai are not stolen or examined by the enemy. Kirigakure has a special unit within their ANBU called Hunter-Nin, whose sole purpose is the complete eradication of Missing-Nin.
There are many versions of the Bingo Book besides those distributed in the Hidden Villages.
On Naruto MUSH Rivalry: 2.0, we have an IC Bingo Book that can be accessed with commands on the MUSH. In addition, this page also serves as a more in-depth listing of criminals and wanted individuals, with logs they have appeared in and visual references when possible. Listed on this page are past and current wanted individuals. Check the Bingo Book for information on characters which may provide exciting or intriguing mission material.
NOTE: While not OOCly a bad thing to have one's character placed in the Bingo Book, ICly it means one is dangerous enough and wanted enough by various agencies and forces that a cash reward is being offered for one's character's capture — or death! It is not a "badge of honor" ICly, no matter how cool it might be to see one's character listed OOCly. Please think carefully before engaging in actions that could land one in the Bingo Book.

Description:
Doctor Kirku was a freelance Medic-Nin from the Land of Hot Water that assisted in the treatment of combatants and civilians during the Clan Wars. He was eventually discovered to have been performing illegal and inhumane experiments on wounded prisoners in an attempt to discover the 'secret of life'. He has been convincted of over 30 counts of first-degree murder and 463 counts of malpractice, among other crimes. He is an average-height, pale-skinned man with short, grey-white hair. He always insists that his name be prefaced with 'Doctor'. Doctor Kirku is a skilled healer, but is also bereft of ethics or remorse for the pain he causes. He is not considered stable enough to be allowed to treat anyone for any reason.

Description:
A mix of myth, legend, and fact confuses the details, but there are reliable reports of an entity that appears to be a walking corpse that cannibalizes other human beings, dating back to the middle of the Clan Wars. After the establishment of Sunagakure, the attacks on its people ceased. However, those outside of its walls, especially desert bandits and nomadic camps without ninja protection, have continued to suffer Ghoul attacks into the present. Recent sightings by Sunagakure authorities show that the entity in question truly does exist.
Characteristics of a Ghoul attack are mutilated human remains, or hints of such, without any sign of an animal being involved. Sometimes a dust-residue is found on the remains that causes flesh to necrotize, dry-out, and crumble in a short time frame. Generally, the dust-residue loses potency after a certain period, as people have survived contact with it. The Ghoul of the Desert is wanted either dead or otherwise incapacitated BEFORE being brought to the authorities. Proof of the Ghoul's nature and identity is necessary to claim any reward, due to its resemblance to any other corpse.

Description:
Korona was a fugitive ninja from the Land of Snow and a member of the Onohara Clan. He was captured during the Clan Wars after attempting to extend the Wars by tricking the ninja of the Senju Clan into believing that Yukigakure's ninja were covertly sabotaging the Uzumaki Clan allies of the Senju by destroying emergency aid supplies being delivered to the Land of Whirlpools from the Land of Fire. The plot was discovered and Korona was incarcerated for his crimes in the Land of Fire until his escape during an ill-timed jail break at a shinobi prison. An individual claiming to be Korona was talked into surrendering by an anonymous, wandering Medic-Nin. However, this individual turned out to be an impostor of no relation and of the incorrect gender as well. An individual claiming to be Korona has recently reappeared and has begun the same terrorist work that Korona was known for, including bearing similar traits of purple hair, intensely violet eyes, average stature, the use of Light Release Ninjutsu and Shoumeigan, and having a habit of concealing himself in cloaks and hoods. However, full confirmation will be required before the reward for Korona's capture is handed out again. The reward has gone up recently due to this saboteur causing increasing levels of property damage and disruption of trade with his activities.

Kushin (The Pain)

Description:
Kushin is a Missing-Nin from Iwagakure, and a member of the Kamizuru Clan. He was captured during a terrorist attack he had staged against a small village in the Land of Fire after the Clan Wars had ended. One of the advisors to the Fire Daimyou was slain from the toxins of his swarm's stingers, along with 60 other victims. 235 were hospitalized, and over 1,000 people were injured to various degrees. His attempted assassination has caused Iwagakure to demand Kushin be turned over to face trial, but due to concerns over whether he would actually be punished or not, he was kept in the Land of Fire. He has since escaped from prison and evaded capture once before by using a remote-controlled Wasp Clone to fool pursuers.
Kushin is a tall man with spiky black hair and a red blindfold with holes for his eyes. He dresses in a grey raincoat usually, with a large bee hive strapped to his back. He is to be considered armed and extremely dangerous at all times and is not to be approached if spotted unless it is by qualified shinobi with intent to capture or kill.

Shinken (The Hunter)

Very little is truly known about Shinken due horrible record keeping during the foundation of Kirigakure. Of what little there is to go off of, he is believed to have been one of the first Hunter Nin tasked with hunting down Missing Nin. Somewhere in his duties, something snapped causing him to start hunting down members of the ANBU task force. Investigations showed he had been responsible for the massacre of three units. There are several other cases from the time that have gone cold, but he is believed to be responsible for.
Subject shows no signs of original personality. Only the Shinken persona. Subject is only known to have two factors that can make him violently unstable. visibly spotting other people with masks in their posession or removal of his own mask. As long as neither of these criteria are met, subject seems harmless.
Shun (The Black Rose)

Gushiken, Shun came up through the village system. She was one of the most gifted Genjutists known at the time. However on her last A rank mission, she did not return. Neither did her team. Reports of villages filled with zombie-like villagers poured in causing a task force to be sent out to deal with the issue. After following the trail of villages, the force finally caught up to Shun. Reports show she had been crying.
Subject is known to use a Withering Rose Genjutsu. The jutsu causes severe depression to it's victim. No longer does a victim wish to perform any daily task such as eating or drinking. After a while the tears dry up followed by the victim's strength. If left untreated, the victim will die slowly. Even if treated the victim is never the same as they were before.
Shun appears to be jealous of any type of joy brought by love or companionship between others. Subject herself does not tolerate rejection. Her favorite game is to count the petals of a rose. If she comes up with an even number, it ends in "he loves me not." I only hope she runs into all odd numbers of petals. The first sign of violent instability is tears. She is best left alone in isolation.
Misaki (The Chosen)

Subject's name is believed to be Kosui, Misaki although that could be an alias or a name picked up from someone she sacrificed to Jashin. There is actually nothing to confirm who she is or is not. Due to a forehead protector she had on her at the time of capture, it was believed she could have originated from Kumogakure. They have refused to claim knowledge of her. Subject shows signs of having some form of shinobi training, but nothing extensive.
When she was finally brought in, subject was wearing a skeleton like face paint. The paint soon vanished. Since we have not been able to duplicate it. In other notes, the subject shows an extremely high pain tolerance that seems linked with her devotion to this Jashin god. Even when an arm has been severed, it is able to be attached once more. This is claimed to be a gift from Jashin for her devotion. When she was apprehended, she claims to have been sacrificing the impure to Jashin.

Baasku 'the Butcher' was originally a nomad from the Land of Wind, but eventually migrated to the Land of Fire. He sold his services as a fighter to any side during the Clan Wars, but his tendencies towards unnecessary violence, cruel mutilation of enemies, and the slaughter of civilians eventually rendered him unhirable by anyone simply because to hire Baasku would do more harm to one's reputation than losing a fight without his aid. Baasku then began fighting for free — and without being hired by anyone. The number of murders attributed to him is staggering, at an estimated 6,700+ homicides, many of them defenseless civilian victims. Attempts to execute him have met with failure so far due to his seemingly supernatural resilience. After an attempt to execute him by lethal injection repeatedly only succeeded in paralyzing the left half of his body, he was simply to be imprisoned for the rest of his life. He stands at twelve-feet tall due to gigantism, has charred facial features that expose some of his bones, lacks any hair, has large black-pupiled eyes, and he wields a gigantic cleaver as long as he is tall. His strength and durability are not to be underestimated. Do not approach him under any circumstances unless it is with appropriate back-up and intent to kill.

Emu is a man of unknown nationality. He was apprehended in the Land of Fire following the murder of 18 kunoichi — including 1 Jounin and 2 Chuunin — and 43 other females between the ages of 8 and 35. He admitted to all of his crimes, and even revealed some that authorities had not known about prior. He was to be executed at the Shinobi Prison upon arrival. In addition to being a murderer, Emu is also a rapist, pedophile, necrophile, grave robber, and is known to forcibly addict others to illegal drugs to gain their services or for enjoyment when they go through withdrawal. He is a serial-killer that targets young females and women, and prefers kunoichi as his victims. He has short, curly blonde hair, and blue eyes. He is not known to possess any ninja skills but is skilled at identifying a target's weaknesses and using them against the victim.

He was thought killed, but his body was never recovered and he is now believed to be alive. He is to be killed or captured for POSSIBLY abandoning his home Village, warcrimes against Kumogakure in the Land of Waves, and a long list of crimes against Konohagakure — including attacking the Village, attempting to kill a civilian AND a representative of the Hokage, and aiding Uchiha Rainos. His body and — if possible — his sword Otomegami are to be recovered and returned to the authorities. Stealth-type Jounin. High awareness and stamina, extremely high taijutsu skill and physical speed. Ability to transform into a ghost-like form that apparently renders him intangible. Believed to have a Genjutsu weakness. Can be recognized by his white hair, very pale skin, and grey eyes. Otomegami is a sword of odd construction, with two sharpened prongs for blades, that resemble a giant tuning fork.
